Can you try this?
From the PS4 Menu (XMB), scroll right to Settings > Network > Set Up Internet Connection > Select either Wi-Fi or LAN cable (Wired)
Wi-Fi: Custom > Select Network > Enter Password (automatically saved if you are already using this network) > IP Address Settings (automatic) > DHCP Host Name (Do Not Use) > DNS Settings (Manual)
LAN (Wired): Custom > IP Address Settings (Automatic) > DHCP Host Name (Do Not Use) > DNS Settings (Manual)
From there, enter the Primary DNS as "8.8.8.8" and the Secondary DNS as "8.8.4.4"
Next > MTU Settings (Automatic) > Proxy Server (Do Not Use) > Test Internet Connection
*If the above DNS server does not resolve the issue, try the following server instead:
Primary DNS: 208.67.222.222
Secondary DNS: 208.67.220.220

If you don't mind, what type of connection do you have and where do you live? I've been researching thoroughly and the general consensus is that Globe subscribers are already on Carrier Grade NAT and are automatically on NAT type 3 with the exception of those who buy static ip addresses.
Sa Pasig po ang location ko. Plan 1299. Hindi ko din naman ine-expect na mag NAT Type 2 ang connection ko, since sa lahat ng forums na nabasa ko eh palaging NAT type 3 daw sila unless mag static ip. Kaya suprised talaga ako nung nakita ko na NAT type 2.
Any of you mga sirs experienced "NAT type failed"?..last week it was NAT type 3 then kanina failed na sya (naka sign-in naman ako sa PSN pero di ako maka join sa multiplayer/di nagsi-sync yung mga trophies and yung mga na-donwload ko na themes di ko magamit, can't verify daw the license)

Check ko lahat, Internet is OK, nakakadownload ako ng updates and when I tested the connection, OK lahat, pati PSN OK daw ... but ayaw magload yung Friends List, dito lumalabas yung error. First time nangyari ito since nagupdate yung firmware, dati naman OK lahat.

Yung nag-work sa akin ay ginamit ko yung Primary DNS as "8.8.8.8" and the Secondary DNS as "8.8.4.4"
Binabasa ko yung mga ibang thread dito, and yung errors na CE-32894-6, NW-31456-9, and WS-37397-9 parang pare-pareho lang. Weird thing, sa PS4 lang yung problema, but sa PS3, walang problema.
I use the google DNS as well (8.8.8.8 and 8.8.4.4). Much better kesa sa provided sa akin ni PLDT. Sa modem/router level ko na nilagay yung DNS para lahat ng devices yun ang gagamitin.

Couldnt connect for 4 days, tried initializing system nothing worked, it wouldnt connect to my internet, finally stumbled across this on the HULU website (ridiculous that it wasn't anywhere to be found on playstation forums) follwed the instructions below and it worked immediately, good luck! -GT0825
