It's not really unbelievable. Burnout Paradise (Criterion-made) is still a beautiful looking game even to this day, and that came out two and a half years ago.

In a way, yes. You can ram racers to take them out, but you're also given weapons. Cops have EMP, spike strip, roadblock and the ability to call in a helicopter at their disposal. These are all limited to a number of uses throughout the pursuit.

Racers can fight back as well. They can ram you as well. They too have weapons. Like the cops, they have EMP and spike strips at their disposal. Unlike the cops, they have overdrive (which is a more potent shot of nitrous) and the radar jammer which can immobilize every weapon a cop has for some time and also counter a cop's EMP shot. Same with the cops, these weapons have a limit.
