I've read issues here about some players not being able to access the US PlayStation Store because of the lack of a US address. I dunno if you've heard about it, but Globe's GCASH AMEX virtual card is compatible with US PSN use. It's easy to get too. Here's a quick guide if you're interested (and if you have a Globe SIM)
1. Dial *143# on your phone
2. Go to #8 GCASH and #1 Register. Follow the remaining prompts. You now have a GCASH account. We're after a GCASH AMEX virtual card. They're two different services.
3. To get a GCASH AMEX virtual card, go to a Globe store or a partner establishment to get KYC'd (Know Your Customer, stuff required by the Bangko Sentral apparently). It's free, but you need at least P50 on your GCASH account for virtual card verification and a valid ID. The P50-ish amount will be returned within 2-3 days.
Note: You can put load into your GCASH AMEX account by visiting Globe stores and depositing money with them. It's free.
4. Now, after your successful verification, dial *143# again and go to #8 GCASH and look for the GCASH AMEX Virtual Pay section. Select Sign Up and follow the remaining prompts. You should now have your GCASH AMEX virtual card and a free subscription (including a US address and telephone number) to my-shoppingbox.com (more on this later). This is what you'll use to sign up for the US PSN.
5. Check the my-shoppingbox.com email at your inbox and use the credentials indicated to log in at my-shoppingbox.com (once you create a GCASH AMEX account you're automatically enrolled to this service, no need to create a new one). Go to your dashboard and fill in the necessary details. Lastly, fetch your US address and telephone number. The US address is unique only to you.
6. Now, log onto https://account.sonyentertainmentnetwork.com (or your account details via your console or handheld) then go to Billing Information (if you still don't have a PSN account it's a great time to make one now. If you have an existing one, change the details). Make sure you're registered under the US PSN or else this may not work (American Express cards only work with US addresses and US stores). Put in your billing address (the US one provided by my-shoppingbox.com), your GCASH AMEX credit card number, the 4-digit CVC, and the cardholder's name. Make sure that you put EXACTLY what's written in your registration details. Everything should be an EXACT match or else it may get declined.
7. After submitting your details, you will receive an SMS verification charge from Sony amounting to P46 (or $1). This will be returned eventually after 2-3 days.
8. You can now use your GCASH AMEX virtual card for game purchases and add-ons at the US PSN on your PS4, PS3, PS Vita, PS Vita TV, and PSP.
GCASH AMEX also works for Xbox LIVE, Amazon.com (yes, you can buy goods overseas via My Shopping Box), Apple's iTunes and App Store, and at the Google Play Market. Basically it's compatible with a lot of US websites. Check https://mygcash.globe.com.ph/gcashamex/ for more deets.

Tested and working sir. I got verified this weekend by Gcash Amex, nagsend ang PSN ng verification fee, around P46. That means binasa yung US address na binigay and pwede nang makabili sa US PSN. Hello! Gcash amex user ako since last year pa. Sinubukan ko to sa PSN pero ayaw gumana. Kahit na same lang yung billing info sa address na nasa PSN account ko. Sa tingin ko ang problem sakin eh yung binigay nilang US adress. Ang haba kasi hindi kasya sa box at may hyphen pa. Nabawasan din ako mg $1 as reg fee siguro pero nung sinubukan ko bumili check your billing info daw. Tapos tuwing papalitan ko yung info bawas nanan ng $1. Ibabalik naman nila pero nainis na ako. Hehe. Sa huli bumili nalang ako ng digital psn code sa amazon. Yun ang gumana.

Tell us kung mapagana mo. Magagamit mo pa naman sa amazon yung gcash amex mo kung sakaling di rin gumana. Dun ka na lang bumili ng digital psn code. Same price din naman sa mismong playstation network. Sulit ko yung gcash amex sa itunes. Hehe.

Update: Tried this, doesn't work. Tumutuloy lang sya hanggang dun sa card verification, kasi nabawasan ako ng 46 pesos eh. So meaning nabasa ng US PSN yung GCASH AMEX card. Problem is pag mag-aadd funds nako sa wallet on the PSN store or kahit sa PC. Hindi kumakagat yung card, and wala mang lang kahit error SMS from GCASH. After that, sobrang daming mga "Missed Charges" dun sa recent transactions ko, from GCASH din.
Ang solution here is sa Amazon talaga, dun ka magsisign up ng GCASH AMEX ( basically same steps above, pero sa Amazon website mo lang gagawin), tapos dun ka bibili ng US PSN code. It works for me. Kakabili ko lang ng $20 this weekend.
Feeling ko PSN ang may problem, kasi nagsearch din ako sa Google, and madalas AMEX cards ang may issue, followed by Mastercard then Visa. Sana maayos ng PSN ito soon para hindi na iikot ang players sa Amazon para makabili ng digital code.
TL;DR - Sa Amazon nalang bumili ng US PSN digital code, tapos ilagay sa US PSN account. Solved ang problem.

Sorry, but I was able to make it work previously. Maybe there selected accounts na nag-eerror upon card capture ng PSN. Also searched on Google and I think I also read what you read (that AMEX, Visa, and Master Card were experiencing errors). Anyway, thanks for the additional input sir. and not only the $1 charge for adding the card to the psn account.
Same with Daimaru, na-add ko yung Globe AMEX sa PSN and charged me $1 successfully. tapos nang bibili na ng funds, sasabihin check card details.. sakto din yung format na ginamit sa picture above

I bought a $20 US PSN code from Amazon using my GCASH AMEX because Toukiden recently went on a flash sale (balance left on my account was just $3 before the top-up). I suggest to US-registered PSN users here to use this method when buying US PSN codes instead of going to Datablitz. I saved a few hundred pesos from this transaction, totaling only P905.00.
Additionally, it seems that the method I posted above is not working anymore. It worked at first, but now I cannot buy funds for my PSN Wallet directly from the PSN Store. Sorry for the confusing info.
